《通知》提出，各地要落实好国家基本公共卫生服务项目中的0～6岁儿童健康管理服务内容。对农村留守儿童监护人进行营养与喂养、疾病预防等方面的科学指导。继续实施贫困地区儿童营养改善项目，推进农村义务教育学生营养改善计划。加大儿童预防接种工作力度。对农村留守儿童较为集中的学校加强疫情监测。在工作中发现的农村留守儿童脱离监护单独居住生活或失踪、监护人丧失监护能力或不履行监护责任、疑似遭受家庭暴力、疑似遭受意外伤害或不法侵害等情况，必须强制报告。
